[Bug]: Picture-in-Picture offered on non-stream reviews in main page

Describe the problem you are having

Same as #20996 but in the main page, on the detections section (top). Low priority.

Steps to reproduce

1. Open main page
2. Try to click on a detection video

Expected: Video review shown
Actual: Same gif/mp4 shown in PiP mode

It is on new, non-cached view, after a while the PiP is not offered, not sure what Chromium does but its not reproducible after a wihle.
