MSRV Policy #133

Hello! I have been trying to figure out our MSRV policy over at ndarray, and openblas is a major driver of some MSRV churn we're having. Some of this is not openblas's responsibility (e.g., url's change to 1.67), but it seems that openblas-src v0.10.10's MSRV is 1.76, I think? I believe ndarray has a strong interest in ensuring some level of MSRV compatibility with openblas, and was hoping we could open a dialogue about how we over at ndarray can make that happen while being transparent to our users and minimizing MSRV churn.
