Incorporate wgrib2 region subset in Herbie

When Herbie downloads a file (i.e., H.download()), let user specify the extent argument which will be passed to the wgrib2.region() method to create a regional subset. This would also be an additional argument in H.xarray().

This will help save a users local disk storage.
