Migrate CI to GitHub Actions

Currently we're using CircleCI, and we'd like to standardize on using GitHub Actions.

In addition, there's a missing yarn build step in CI so we aren't catching potential TypeScript errors. Among other things, this can result in a package release failure if a PR gets merged with TS errors. We should add that to the workflow.
