Address issues with default values upon ingest from external store #53
Description
Although it is difficult to ascertain, my belief is that default values in Sinopia are overriding anything that is coming in from ID. This should not be the case--incoming values should override the default values.
Policy question:
Should all default values be overridden? (See AdminMetadata questions)
Technical question:
How can we fix this?
