pyTRLCConverter 1st release

We want just share that we released the first version of the pyTRLCConverter tool.

The motivation was that we need sometimes the requirements or the test cases in a user friendly format. E.g. we deploy them on github pages to show the requirements, the test cases, the traceability and coverage. Additional the links between the requirements and test cases should work as well. Therefore we use pyTRLCConverter to convert the TRLC files to ReStructuredText. But the tools is not limited to this output format, currently Markdown and docx are available too. Other formats can be easily extended.
