I tried vga=ask and get slightly longer version of guest's kernel panic:

sadly just nohpet on guest's kernel command line does not fix it :(

HPET means High Precision Event Timer and code dealing with timers usually contains some division operations, which may produce divide by zero errors with glitchy hardware.
Here are links to init_hpet and calibrate_tsc_hpet functions from random Linux version: 1, 2. Both contain several ASM_DIV64_REG operations.

May be it dislikes too slow (89 Mhz! according to boot log) cpu?

You are right. It panics with ips=99000000, but boots fine with ips=100000000.
It is hard to believe that Linux fails in such way with slow CPUs. There may be still bug somewhere in emulation.
