Bitcoin 0.19.1 testnet setup

Can I get some help with setting up CoiniumServ on bitcoind 0.19.1 running on the testnet network? Is bitcoin 0.19.1 and testnet supported? I looked for an IRC channel or forum to ask but I didn't see any support other than these issues on Github.
