[LV] Strengthen assert: VPlan0 doesn't have WidenPHIs (NFC) (llvm#165715)

VPWidenCanonicalIV and VPBlend recipes are created by VPPredicator, and
VPCanonicalIVPHI and VPInstruction recipes are created by
VPlanConstruction. WidenPHIs are never created.
