StarCraft 2 cannot be launched with an error

StarCraft 2 said the program cannot be launched because DDRAW.dll is missing.
However, it does already exist in C:\Windows\System32.

I'm not sure what the fix is, but a workaround that worked for me was setting SC2 to run on the 32 bit client instead.
