[Request]: More functionality in offline mode #4303

Tell us the problem or your need
When in offline mode by turning the setting on in bottles or the internet not being available, i'm unable to install dependencies or runners that in the cache.
Describe the solution you'd like
I'd like the list of dependencies and runners to be listed and those that are not installable due to not being in the cache an error icon be displayed with a tooltip like 'This dependency is not installable in offline mode' where the save icon normally appears.
