Write an instruction on how to move an existing test harness to separate repo

Based on the steps performed during #1849 we need to create an instruction that describes all the steps needed to move a test harness to its own repository. The instruction should be stored in bowtie repository as a separate markdown file. It should contain all required shell commands, tools and other pre-conditions.
