I don't know exactly what the problem is, but until we will found it, my suggestion is to comment out the lines related to the DevTools:

Seems like an issue in vue-cli-plugin-electron-builder

I see an issue was just opened for this: nklayman/vue-cli-plugin-electron-builder/#1229
