add legacy metadata upload method

For legacy datasets, there is not ingest method that allows for the way legacy datasets were uploaded.

Method should allow for multiple instruments, multiple specimens.

Instrument:Dataset:Specimen:Image should be a 1:1:1:1 relationship. Each row in each of these tabs is an individual entry, many are allowed.
