Will the use of Conditional Batch Normalization in the generator cancel Spectral Normalization?

The authors of Spectral Normalization used Conditional Batch Normalization in the generator for the ImageNet dataset.

I recommend you to check the paper SPECTRAL NORMALIZATION FOR GENERATIVE ADVERSARIAL NETWORKS (page 18: Table 6 caption).
