Create some kind of "priority atlas tag" #722
Description
Adding a new atlas to BrainGlobe is a nice way for new contributors to get started. We have lots of open new-atlas issues, but no sense for potential contributors which are the most valuable to add. We should create an atlas-priority tag for a small number of atlases which we think have the greatest potential value for users.
