Use UI dialogs from `brainglobe-utils`

Rather than using Qt directly, using these would make the code very slightly easier to maintain. By default it will also make the dialogs match napari.

Hi @alessandrofelder, I'm thinking of picking up this issue next. Just to confirm: I believe qt-niu is not currently included in the dependencies for brainrender-napari?

Yes, qt-niu would need to be added to the dependencies to tackle this.
AtlasManagerDialog is the class to be replaced, but maybe we should keep some of the checks it does elsewhere in this codebase.
