Resource assignment of app should consider service_branch

We currently enable each app on various resources based on the service name, but not service_branch. This is problematic, because sometimes the app can change so drastically that new version may run on different set of resources. 

We should consider specifying service/branch pair to be enabled on each resource - not just serivce name.
