Logging Not Working In New Region

I've spent a few hours on this and out of ideas... bref has been working extremely well and I now want to deploy it to multiple regions since I'm maxing out the capacity AWS can give me in one region. The code is the same, everything's the same. All I did was change the target region in the serverless.yml file from us-east-1 to us-east2 and deploy with serverless the same way.

Deploys fine, the actual code execution / API responses are all right. EXCEPT the logs from my code aren't making it to cloudwatch. I'm using brefphplogger and again everything is working fine in us-east-1, just not in us-east-2. I've checked:

• layer version are the same (php8.3)
• cloudwatch log groups were created
• permission to write to log groups all look right (match between us-east-1 and us-east-2)

Everything is the same -- which is the beauty of serverless/bref -- but the result is different.

Any clues as to what else i can check?
