Using transparent gif on web flashes white background

I would like to signal a problem encountered with gifs with transparent backgrounds, already reported by another user @SeriousMonk here:

I noticed that recently from another issue. I'll look into it.

GIF is such an annoying format, wish it would have died off years ago, but that won't happen anytime soon.

Chipping away at it. That bounce gif decodes mostly fine now, but frame 5 is blank and I'm still trying to figure out why. The more I dig into GIF, the more I find no two decoders seem to agree on what to do with frame background color, transparency, and disposal methods. I seems the "working" decoders don't even conform to the spec... I blame Netscape.
