PNM file incorrectly decoded as TGA #744
Description
I have a PNM file that is reliably attempted to decode as TGA. At the end decode fails because RLE reader is trying to read past the file boundary, which is not surprising this file not in fact being a TGA file. The entire format guessing mechanism seems to be not very reliable. It probably should be using libmagic which is supported and standardized.
