question: should ocr accuracy depend on resolution this much?

I tried to ocr a still frame in a video and noticed that resolution matters a lot.

should it have this much of effect or it depends on OCR program?

The issue here is the low contrast ratio. White text on this background is hard to read — Chrome DevTools reports a contrast ratio of only about 1.45.

I asked because the text is clear to my eyes and a long time ago I use traditional (non-AI) OCR and it easily recognized way worse text.
but I didn't know about contrast ratio.
