Populate references with publication metadata

We would like references to include publication metadata so users have a better idea of what is being referenced without having to resolve all DOIs on their own.

The schema now defines a Reference class (see bridge2ai/standards-schemas#77) to be used in lieu of bare DOIs or URLs in standards entries and in Application entries.

This metadata needs to be populated within the DataStandardOrTool data file.
