Can't use non-printing keys to toggle capture

I'm trying to set up Ctrl + F12 as the hotkey for toggling capture. But it seems like it only accepts printing keys (e.g. "f") for hotkey.

Can you make it so that it takes non-printing keys as well (e.g. F12)?
