Can't add a manual migration

I am using the latest System.Data.Sqlite.EF6 - version 1.118.0 (and the earliest I can find on Nigget is 1.115).
When trying to add a migration with add-migration I get:

I'll try to figure out the library.
Could you tell me which commands to enter to perform the migration?

I don't remember what I did. I didn't manage to solve this properly, but I worked around it somehow.

Adding this to my App.config solved it for me:
