Add CI for deployment

Currently I am following this tutorial using submodules: https://gohugo.io/hosting-and-deployment/hosting-on-github/#host-github-user-or-organization-pages

It would be nicer if a CI server took the contents from here, compiled it and pushed to the other repo automagically.
