Update ECR plugin to v2.8.0

v2.8.0 fixes a defect where including the ECR plugin's `environment` hook with a `source` command, under certain conditions, break the plugin's retry feature. For more detail, see buildkite-plugins/ecr-buildkite-plugin#102
