In-place upgrade to Windows 11 failed, help or advise

Message after reboot after Windows 11 upgrade fails, "We couldn't install Windows Server we set your PC the way it was right before you started installing Windows server, 0xc1900101-0x20017 The installation failed in the SAFE_OS phase with an error during BOOT operation."
Tried all the normal checks on the system but still no luck. This is on a HP Pavilion G7 notebook from around 2015.
