Bumping MSRV to Rust 1.70 #391

socket2 0.6 has an MSRV of Rust 1.70. sunfishcode/io-lifetimes#77 proposes updating io-lifetimes to that version. cap-std depends on io-lifetimes.
Is it time for cap-std to bump its MSRV to Rust 1.70 too? Or are there users who still need the older MSRV at this point?
