Update several deps. (#367)

Update to wit-bindgen 0.36, wasm-pkg-client 0.9, and newer versions of
other dependencies.

This doesn't yet update to wasm-tools 0.222.0, as the wasm-metadata
removed support for outdated registry fields, so it'll take more work
to update to.
