Upstream `resources.wast` and `naming.wast` tests are failing

While addressing #11683, I removed the tests blocked on that issue from the failing_component_model_tests list in crates/test-util/src/wast.rs, but two of them are still failing for unrelated reasons (i.e. not just because the trap messages differ). We should debug and fix those failures.
