If illuminance is configured, turning off lights is overridden eventually

### Describe the issue

Lights do not stay off if a minimum illuminance is configured.

### Reproduction steps

1. Configure a minimum illuminance for an area
2. Turn off the lights manually
3. Lights are turned back on eventually (when new illuminance reading is received which is below minimum)
