Describe the solution you'd like
Add a configuration skin.hide_clinical_data_tab_study_view. By default, it's false; if not present, also false. When it's true, hide clinical data tab in study view.

Describe alternatives you've considered
Considered expanding skin.hide_download_controls=true, but maybe there are cases to hide download controls and show clinical data tab
