"Government Entity" Subscribers should be allowed to use a registration number in the serialNumber field #515

Inspired from https://bugzilla.mozilla.org/show_bug.cgi?id=1891531, some clarification in the EV Guidelines might be necessary to allow Registration Numbers under the "Government Entity" Business Category, if one can be obtained and verified by the CA.
Digicert will propose some language at F2F#62. I'm also happy to contribute to this ballot. Should be an easy fix.
