How to pass flags like -fmodules-ts (C++ 20 Modules)?

I couldn't find much documentation other than to export an environment variable (which I'm assuming is a temporary design limitation) but it either way it didn't work. I couldn't find any documentation for passing compiler flags via the toml file or anything like that either. Any help would be appreciated :)
