chore: update to nushell 0.110 and cross-stream 0.9

- nushell 0.109.1 -> 0.110.0
- cross-stream 0.8.0 -> 0.9.0
- win_uds 0.2.0 -> 0.2.1

Breaking changes addressed:
- format_cli_error now takes Option<&Stack> as first argument
- HeadStreamCommand renamed to LastStreamCommand
- ZERO_CONTEXT removed from xs command initialization
- xs API endpoint changed from POST /<topic> to POST /append/<topic>
- .cat --tail flag renamed to --new (-t -> -n)
- assert_cmd cargo_bin function deprecated in favor of macro
