AzureDevOpsSetPullRequestStatus fails when "Reset status whenever there are new changes" is enabled

Setting a status using `AzureDevOpsSetPullRequestStatus` fails when on the policy the `Reset status whenever there are new changes` option is enabled.

Error message:
