Custom fee with decimal

Since now the minimal Bitcoin transactions fee have recently been lowered to 0.1 sat/vB, i suggest to support decimal value in the custom fee settings, like 1.52 sat/vB or 2.01 sat/vB.

A manual value entry should be fine.
