User story / feature request

As an analyst / warehouse maintainer, I would like to consolidate the incremental where and incremental max date macros so we don't have basically identical logic in two places, which creates risk for future changes.

Acceptance Criteria

My proposal would be that incremental where is deprecated in favor of incremental max date, should be relatively straightforward.
