Formalize data pipeline for demand-response transit

User story / feature request

As an transit data analyst curious about demand response transit,
I want a way to access the formally collected data in Airtable about demand response transit,
So that I can provide insights about demand-response transit.

Acceptance Criteria

1. The formulas within the services.QC: temp demand-response QC are added to the services.QC: Has minimum required fields.
2. Data Warehouse updates are made to

• bring in the following columns:
  • services.Complementary Paratransit Service
  • services.Reservation Methods
  • services.Booking Lead Time
  • services.Paratransit Exemption Notes
• Replace table mart_transit_database.bridge_paratransit_services with a new a bridge table linking fixed-route services to their complementary paratransit service records.

3. Airtable Data Documentation Updated
4. Airtable Update Scenarios is updated with SOPs on how to maintain CTSA data.
