Allow processing of data about "programs" in addition to services.

User story / feature request

As a Transit Grants and Programs Analyst,
I want to have a statewide list of "Programs" that assist travelers with using transit,
So that I can have an inventory of all of these programs and their provider.

Acceptance Criteria

1. We have a way to define what a Program is in the context of Airtable
2. A data model (possibly a new table or a refactor of the services table) to be able to save data about Programs.
3. Data entry is completed to have list of all Programs. List is available internally via the CNMAP contract.
4. Data Warehouse updates
5. Airtable Data Documentation Updated
6. Airtable Update Scenarios is updated with SOPs on how to maintain CTSA data.
