Proposal: CORDIC generator for Calyx

In a similar vein to #686, we can implement a generator for CORDIC in Calyx. The nice thing is that the computations are quite straightforward (reference implementation). A good starting place would be writing down a reference implementation in Dahlia and trying to generalize it.
