A RESTful user management entity for generating credentials for the containers.

The goal is to wrap the user creation shell script with a REST API so that all the containers can request access to bindaas from this entity.
We could extend the camicSignup app: https://github.com/camicroscope/Security/tree/release/camicSignup to do this.
