Ease profile management

Current behaviour

1. When c8ctl is called, by default, no profile is selected
2. If the local profile is selected and the cluster is not started, the error message "fetch failed" does not give details about why.

Intended behaviour

1. The default profile for c8ctl is local
2. c8ctl provides a hint if the cluster is not available in the error message
