Deploy worker via github action

Follow the model of ccsm-helm to deploy our deployments to our zeebe gke cluster, see https://github.com/camunda/camunda-cloud-helm/blob/main/.github/workflows/go-it.yaml

This allows to remove the deployment pipeline from testbench.
