Banner links to Canada.ca incorrect after a content move

Apologies if this isn't the place to report this, but I figured that this is outside scope for the Principal Publisher.

Steps to reproduce

1. Navigate to https://canada-ca.github.io/open-source-logiciel-libre/en/guides/contributing-to-open-source-software.html
2. Click on the link that appears in the alert at the top of the page. https://www.canada.ca/en/government/system/digital-government/open-source-software.html
3. Get a 404 error.

Not a 404 error, a functional link.
