Create GitHub branches and Charmhub tracks for CKF 1.11 release

For the Kubeflow 1.11 release, we should create the necessary GitHub branches that align with the new versions of the respective components, as well as new Charmhub tracks that correspond to those branches.

What needs to get done

The following branches tracks should be created:

• argo-operators: 3.7
• istio-operators: 1.28
• kfp-operators: 2.15
• katib-operators: 0.19
