As part of the ambient mesh effort, we need to update the kubeflow terraform solution to integrate with the service mesh charms

What needs to get done

1. Design how the ambient integration will be added to the solution as an optional integration
2. Add the relations to the kubeflow terraform solutions
3. (Optional) Add the ambient integrated solution to the CI tests

Definition of Done

Terraform solution can deploy kubeflow integrated with ambient mesh
