feat(testing): dynamic release name in spread.yaml #892

Description

@lczyk

I have a question: is it possible for this script to become aware of the branch/chisel.yaml that is adjacent to it? Cause if so, you could make this script generic, to rely on the chisel-release itself for knowing which Ubuntu release this is. Otherwise, what you have right now will still rely on the SPREAD_SYSTEM suffix (which is ok, as that's what we have been doing).

If such change is possible, then we wouldn't need to edit this file ever again, when opening a new release

TLDR; we would like the spread.yaml to have less hardcoded release names and be more dynamic, such that less changes need to be made when opening a new release.
