What happened? What did you expect to happen?
Since 136cefd the checks that have paths: / paths-ignore: no longer create a workflow check if they never run.
Convert the setup to use a quick pre-check job checking the paths and skipping the main job with if: to fulfil the required check.
Also drop any custom pull-request.on event filters.
